HG Wells was an English Author (1866-1946) that witnessed the British Empire's peak and declination in colonialism. Wells was familiar with the damage Britain caused as a power-hungry empire. 

In addition to science fiction, the renowned author wrote about politics and was an "outspoken socialist, sympathetic to pacifist views." Well's historical work, "Outline of History" (1920), also shows his interest in the colonialism arena. Sympathetic to pacifist views, Well's motivation to incorporate a character like Dr. Moreau is clear.
